Verification shortfalls, Russia’s 2023 suspension of inspections and data exchanges, and linkage to the Ukraine conflict have hindered bilateral progress. Recent reports of a U.S. delegation, including the CIA director, in Moscow drew Kremlin denials of scheduled nuclear talks, underscoring stalled diplomacy. Any near-term deal would require overcoming these structural barriers and U.S. insistence on broader participation, keeping implied probabilities low absent a major diplomatic breakthrough.
