Cabinet decisions in September 2025 and February 2026 directed the army to restrict weapons outside state control, with Phase One operations yielding thousands of seized rockets and expanded deployments. Hezbollah leaders have publicly rejected timelines for northern areas, labeling the process illegitimate, which has slowed implementation and sustained diplomatic talks between Lebanon, Israel, and the United States. Ongoing U.S.-led verification mechanisms and bilateral negotiations now focus on sequenced withdrawals and arms restrictions, though analysts note that full nationwide compliance remains constrained by Hezbollah’s political integration and Lebanese institutional capacity.
