Recent June 2026 reports detail expanded Russian military infrastructure and planned deployments of up to 115,000 troops near Finnish, Norwegian, and Baltic borders, alongside ongoing hybrid incidents such as drones over Estonia and Latvia. U.S. intelligence assessments from August 2026 highlight risks of limited incursions to test alliance resolve, particularly amid NATO's eastern flank reinforcements and July 2026 summit decisions bolstering Ukrainian defenses. Analysts note Russia's focus on gray-zone tactics and reconstitution timelines extending into 2029 or later before larger conventional options become feasible, while NATO maintains Article 5 commitments and communication channels remain limited.
