An outcome is considered determined if it would have been guaranteed had the set been played to completion using the minimum number of additional games required. For example, for a line of 9.5, if play stops with set 2 at 5-4, completing the set would have required at least 1 additional game, resulting in at least 10 games played, so "Over" would resolve as the winning outcome.
