Dutch intelligence assessed in April 2026 that Moscow could field sufficient forces for a limited regional challenge within a year of any Ukraine ceasefire, aiming at symbolic gains like areas near Estonia’s Narva to fracture alliance unity rather than trigger full-scale war. NATO has responded with eastern flank reinforcements and new air-defense measures, while Russia continues to condemn Baltic Sea exercises and pass legislation easing overseas troop deployments. Traders weigh these signals against the persistent drain of Ukrainian operations and the deterrent effect of Article 5 commitments, focusing on whether hybrid escalation crosses into overt conventional action before any defined resolution date.
