**Strong trader consensus favoring "No" at 89% implied probability stems from the EU's established pattern of enforcing Digital Services Act (DSA) rules through fines and mandated fixes rather than outright bans.** The European Commission accepted X's July 2026 action plan to address transparency shortfalls in its ad repository and researcher data access, granting six months for implementation under enhanced supervision and external audit. This approach has kept the platform operational across member states despite the €120 million penalty from late 2025 and separate probes into recommender systems. Recent proposals for the EU Kids Act focus on age restrictions for minors rather than platform prohibitions, while X continues reporting declining EU user numbers without triggering country-level shutdown threats. Key near-term catalysts include the action plan's completion timeline and any DSA enforcement updates, which traders view as unlikely to escalate to bans by year-end given the bloc's regulatory track record.
