The NBA's April 28 disclosure to all 30 general managers of an anti-tanking draft lottery reform—expanding eligibility to 16 teams, flattening No. 1 pick odds, and penalizing the bottom three with fewer lottery balls—has fueled trader consensus for Yes at 60.5%, implying moderate likelihood of approval. This builds on Commissioner Adam Silver's March signals of changes to curb intentional losses, seen in recent bottom-feeders like the Wizards (17-65 record), Pacers, and Nets. Yesterday's 2026 lottery, where Washington secured the top pick under existing rules, underscores urgency, but GM discussions and owner momentum point to potential 2027 implementation amid competitive balance concerns.
