Recent diplomatic contacts between the two governments, including visits by U.S. officials and backchannel discussions involving Cuban intermediaries, have focused on broader bilateral issues rather than any transfer or surrender. These structural barriers, combined with Castro’s location and the symbolic character of the indictment, shape trader assessments of the low likelihood of U.S. custody by any near-term resolution date.
