New Hampshire’s 1st Congressional District features an open seat in 2026 after longtime Democratic incumbent Chris Pappas entered the U.S. Senate race. Major forecasters rate the general election Likely or Lean Democratic, reflecting the district’s modest partisan edge and recent statewide polling showing Democrats ahead on the generic congressional ballot by double digits. A late August Saint Anselm College survey found Democratic primary contenders Maura Sullivan and Stefany Shaheen leading a crowded field while Republicans trail overall, consistent with broader midterm headwinds for the GOP. These factors underpin trader consensus heavily favoring the eventual Democratic nominee over Republican primary frontrunners. The September 8 primaries and November general remain the key near-term catalysts.
