Incumbent Democrat Henry Cuellar secured his party’s nomination in the March 2026 primary and enters the November general election against Republican Tano Tijerina in the redrawn South Texas district. Recent polling from June and July shows Cuellar holding narrow leads of 4–6 points, consistent with the district’s large Hispanic electorate and Cuellar’s long-standing local profile despite map changes that boosted the area’s Republican presidential performance. Forecasters rate the seat as competitive but place Cuellar in the favored position, reflecting limited recent campaign developments or shifts in voter sentiment that would alter the current trader consensus on a Democratic hold.
