The TX-31 race centers on incumbent Republican John Carter seeking re-election in a district with an R+11 Partisan Voter Index, where Republicans have held the seat since its creation and typically win by double-digit margins. Carter secured his party's nomination in the March 2026 primary without a runoff, while Democrat Justin Early advanced from a low-turnout primary to face him in the November general election alongside a minor-party candidate. Forecasters across outlets rate the contest Solid or Safe Republican, reflecting the district's consistent support for GOP candidates in recent cycles and the absence of major shifts in voter registration, fundraising, or polling data that would alter the baseline partisan advantage ahead of Election Day.
