The near-certain trader consensus that Venezuela will not become the 51st U.S. state reflects deep structural barriers under the U.S. Constitution, which requires congressional approval, presidential signature, and typically a formal territorial process before any new state can join the union. No official proposals, diplomatic initiatives, or legislative actions have advanced such an outcome in recent years, and Venezuela's status as a sovereign nation with its own government and international relations makes unilateral incorporation implausible. Historical precedents for state admissions, such as those involving contiguous territories or organized U.S. holdings, further underscore the mismatch with current bilateral relations between the two countries. While late-breaking developments like major policy shifts or unprecedented treaties could theoretically alter trajectories, none appear on the horizon within standard resolution timelines.

An official agreement that is announced will suffice to resolve this market to "Yes", regardless of when it is slated to go into effect. If any territory that includes no portion of Venezuelan land is made the 51st US state within this market's timeframe, this market will immediately resolve to "No".
The primary resolution source for this market will be information from the government of the United States, however a consensus of credible reporting will also be used.
