A bipartisan parliamentary proposal for a centralized UAP unit under the Cabinet Secretariat advanced earlier in the year without producing legislative action or a public archive. The July creation of the National Intelligence Bureau further centralized coordination but did not alter disclosure policy. Traders therefore assign low probability to any new Japanese declassifications this year.
