Recent Bank of Russia actions, including a September 11 hold at 14% after consecutive 25-basis-point cuts through July, reflect caution amid elevated underlying inflation near 5–6% annualized and revised 2026 forecasts of 6–7% year-over-year. Moderately paced GDP growth, persistent fiscal expansion risks, and temporary fuel-price pressures have narrowed scope for aggressive easing while supporting measured cuts if disinflation resumes. The near-even split between a 25-basis-point December reduction and no change captures trader assessment of incoming data on inflation expectations, credit dynamics, and budget parameters due by late September. Further separation could emerge from October–November releases on price trends, demand indicators, or external conditions that shift the balance of risks.
