Rising memory chip prices driven by AI demand have prompted Apple to lobby the Trump administration for assurances on sourcing from ChangXin Memory Technologies (CXMT), China’s leading DRAM maker currently on the Pentagon’s 1260H list over alleged military ties. However, strong bipartisan opposition in Congress, the risk of Entity List placement imposing licensing requirements, and CXMT’s production capacity fully booked through 2027 at 95% utilization create substantial barriers to meaningful 2026 purchases. Apple continues to rely primarily on Samsung, SK Hynix, and Micron, with any CXMT engagement likely limited to testing or China-specific devices at most. These regulatory, political, and supply constraints sustain trader consensus favoring no qualifying Apple purchase announcement by year-end.
