Apple faces substantial regulatory and geopolitical barriers to sourcing DRAM from China’s CXMT in 2026, even amid AI-driven memory shortages that prompted recent testing of CXMT chips for iPhones and MacBooks plus early talks limited to China-market devices. Bipartisan U.S. senators have urged Apple to abandon the effort, citing national-security risks and harm to domestic suppliers such as Micron, while CXMT remains on Pentagon watch lists. A late-July report showed CXMT rejecting Apple’s push for discounted pricing, demanding parity with Samsung and SK Hynix. These headwinds—combined with the need for White House approval that has not materialized—underpin the 72.5% market-implied probability of “No,” outweighing supply-chain diversification incentives.
