Democratic nominee Elaine Luria's decisive August 4, 2026 primary victory over three challengers has positioned her for a rematch against Republican incumbent Jen Kiggans in this competitive Virginia swing district. Luria's prior congressional experience, substantial fundraising edge, and endorsements from prominent state Democrats have consolidated party support ahead of the November general election. Kiggans, unopposed in her primary, benefits from incumbency but faces a district with narrow historical margins and shifting voter dynamics that have contributed to the current trader consensus favoring the Democratic outcome at 84 percent. The race remains subject to standard midterm variables including turnout patterns and late-cycle developments.
