Recent developments show EU member states continuing targeted expulsions of Russian diplomats over espionage and hybrid activities under the Vienna Convention, without advancing to the more escalatory step of expelling ambassadors. Hungary’s September 8 action removing 10 mission staff marked a notable policy shift under its new government yet explicitly preserved diplomatic channels and relations. Similar limited measures occurred earlier in Austria and Italy, while Poland has urged broader reductions in Russian diplomatic presence across the bloc. Russia has responded with retaliatory threats but maintained ambassador-level ties. With roughly three months remaining before the December 31 deadline, these patterns of calibrated responses amid ongoing security concerns support traders’ strong consensus against an ambassador expulsion occurring.

Sì
For the purposes of this market, “expel” refers to a formal action by an EU member state requiring the Russian Ambassador to leave that state, including a declaration of persona non grata. Revocation of the Ambassador’s visa or denial of entry to the relevant state will not alone suffice.
An announcement of a qualifying expulsion will suffice for a “Yes” resolution, regardless of whether the Ambassador actually leaves the country.
The primary resolution source for this market will be official information from the governments of the expelling country and Russia; however, a consensus of credible reporting may also be used.
