Putin had offered in September 2025 to observe the prior limits for an additional year, while the Trump administration signaled interest in a modernized bilateral or multilateral agreement that could incorporate China. Negotiations occurred on the sidelines of Ukraine-related diplomacy in early February 2026, with reports of possible short-term adherence to central limits, yet no formal new pact has materialized by mid-2026. Key variables include verification mechanisms, strategic stability concerns tied to missile defense and emerging technologies, and the broader geopolitical backdrop of the Ukraine conflict. Upcoming diplomatic engagements or bilateral summits could influence momentum toward any agreement.
