Washington voters will decide Initiative 645 on November 3, 2026, after the measure to repeal the 9.9% tax on household income above $1 million qualified for the ballot in July following submission of more than 500,000 signatures. Governor Bob Ferguson signed the underlying legislation in March, directing projected annual revenue exceeding $3 billion toward K-12 education, higher education, healthcare, and related services starting in 2029. Organized opposition from the governor, labor groups, and allied campaigns has highlighted these funding links on the ballot, while repeal backers argue the tax risks broader income taxation and economic effects. Ongoing legal challenges to the tax and ballot language continue, yet trader pricing aligns with historical voter patterns on revenue measures in the state and the strength of the coordinated defense effort ahead of the general election.
