California Proposition 5, a legislatively referred constitutional amendment on the November 2026 ballot, would eliminate the simultaneous successor election in state officer recalls, leaving vacancies to be filled later by special election or appointment and permitting recalled officials to run again. Trader consensus favoring rejection at 58.5% reflects opposition arguments that the change reduces direct voter control over replacements and weakens a key accountability mechanism, backed by groups including the Election Integrity Project California and California Taxpayers Association. Supporters such as the League of Women Voters and Secretary of State Shirley Weber emphasize cost savings and closing perceived loopholes that allow low-plurality candidates to win. With the voter information guide recently released and campaigns still building, the measure faces standard hurdles for constitutional reforms absent strong recent polling momentum or unified legislative backing.
