Persistent southwest monsoon (habagat) conditions are the dominant driver, with PAGASA forecasting 26–29°C highs and 100% rain probability for Metro Manila on September 6 amid heavy to intense showers. Widespread cloud cover and precipitation suppress daytime heating relative to the seasonal average near 31°C, while moderate-to-strong westerly winds enhance mixing and limit peaks. Recent red and orange rainfall warnings in adjacent Luzon provinces confirm saturated conditions that further moderate temperatures. Ensemble forecasts cluster daily maxima near 28–30°C, aligning with market-implied odds favoring 29–31°C outcomes; any brief clearing could allow a 31°C spike, but model consensus points to sustained monsoon suppression through the weekend.
