Therese Terlaje secured the Democratic nomination in the August 1 primary with a narrow victory over the sitting lieutenant governor, advancing alongside running mate Sabina Perez to face Republican Vicente Ada and Edward Calvo in the November 3 general election. Guam’s recent Democratic dominance in gubernatorial contests, combined with the party’s primary performance and the absence of major late-breaking developments, underpins trader consensus favoring Terlaje at current implied probabilities. Ada’s stronger primary margin offers the Republican ticket a competitive base, yet historical voting patterns and limited polling shifts since the primaries have kept the Democratic nominee ahead in market pricing. A late-August candidate forum highlighted shared priorities on economic issues without altering positioning. The November ballot will resolve the outcome.
