Maryland’s Question 3, a legislatively referred constitutional amendment, cleared its final legal obstacle on September 3 when the state Supreme Court reversed lower-court rulings and placed the measure on the November 3, 2026 ballot with revised language. The amendment would limit existing compactness, contiguity, and boundary standards to state legislative districts only and authorize original Supreme Court jurisdiction over congressional maps. Democrats, who hold supermajorities in both chambers, advanced the proposal during an August special session to facilitate potential mid-decade congressional redistricting aimed at the state’s lone Republican-held seat. In a heavily Democratic state, traders assign the “Yes” side a modest edge at 60 percent, reflecting the party’s structural advantage tempered by the measure’s partisan framing and the absence of statewide polling on the specific question.
