This market will resolve to “Yes” if any bill, measure, or resolution that requires proof of U.S. citizenship as a condition for registering to vote or to vote in U.S. federal elections is passed by both chambers of the U.S. Congress and signed into law, or is otherwise enacted into U.S. federal law, by the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No". Examples of qualifying legislation include H.R. 22, the “SAVE Act,” and H.R. 7296, the “SAVE America Act.” The primary resolution source for this market will be official information from the government of the United States; however, a consensus of credible reporting may also be used.**The Safeguard American Voter Eligibility Act (SAVE America Act) requires documentary proof of U.S. citizenship for federal voter registration and has passed the House multiple times in 2026, most recently by narrow margins such as 218-213 in February.** It has consistently stalled in the Senate, where the 60-vote filibuster threshold has blocked advancement despite Republican majorities. Senate leaders have cited insufficient support, with several Republicans joining Democrats to defeat attempts to attach the measure to must-pass legislation like DHS funding and the NDAA. President Trump has intensified calls for passage following the Supreme Court’s June 2026 ruling on mail ballots, but Senate Majority Leader Thune has indicated the votes remain unavailable. Efforts to use budget reconciliation or other procedural routes have not succeeded as of mid-2026. With the November midterms approaching and state compliance timelines tight, the bill faces significant procedural and political barriers to enactment before typical resolution windows.
