Arizona's Republican-led legislature referred Proposition 317 to the November 3, 2026 ballot via House Concurrent Resolution 2055 during the 2025 session, declaring drug cartels terrorist organizations under state law and directing the Department of Homeland Security to address related threats including fentanyl trafficking and human smuggling. The measure follows voter approval of Proposition 314 in 2024 on border enforcement and aligns with ongoing state priorities along the southern border. Official ballot language was finalized and released in August 2026 with no reported legal challenges or competing initiatives. Traders assign an 86% implied probability to passage, reflecting the measure's straightforward path to the ballot and Arizona's recent pattern of support for similar criminal justice and immigration statutes, though late shifts in turnout or organized opposition could still affect the outcome.
