California Proposition 45 would amend the California Environmental Quality Act (CEQA) to impose statutory deadlines on environmental reviews and judicial challenges for designated essential projects, including most housing, transportation, water, health, and clean energy developments, while limiting the scope of alternatives analysis and court remedies. The measure qualified for the November 3, 2026 ballot in June 2026 after signature verification. It draws backing from the California Chamber of Commerce, building industry associations, and major utilities, alongside statements of support from Governor Newsom and legislative Democrats. Opposition centers on environmental coalitions and certain labor groups concerned about reduced public input and oversight. A July 2026 Public Policy Institute of California poll showed 73% voter support, reflecting trader consensus around the 71% "Yes" level amid ongoing campaign activity and CEQA reform debates.
