Recent court rulings have placed Missouri’s Proposition A referendum on the November 3, 2026 ballot, requiring voters to approve or reject the 2025 mid-decade congressional map enacted via House Bill 1. The Missouri Supreme Court unanimously held that the new boundaries, drawn in a special session to adjust districts in the Kansas City area, cannot take effect without voter approval and reinstated the 2022 map for the general election. Opponents collected over 300,000 signatures for the veto referendum, while the measure’s partisan origins and Missouri’s historical pattern of rejecting legislative redistricting plans via referendum have shaped trader views. Ongoing federal litigation and appeals add uncertainty, but the skin-in-the-game consensus currently assigns higher probability to rejection.
