Xavier Becerra leads trader expectations for first place in California's June 2, 2026, top-two primary because recent Emerson College polling shows him at 19 percent among likely voters, ahead of Steve Hilton and Tom Steyer at 17 percent each in a fragmented field. Becerra's edge stems from his experience as state attorney general and former HHS secretary, which has consolidated support among Democratic voters as mail ballots begin arriving. Trump's April endorsement lifted Hilton's Republican position and eased concerns about two GOP candidates advancing, while Steyer's self-funding and name recognition keep him competitive. The open primary structure and 12 percent undecided voters create volatility, but current polling trends reinforce Becerra's market lead for the top spot.
