Trader consensus prices the 1-100 outcome highest because the Trump Gold Card program, established by executive order in September 2025, has recorded minimal uptake since applications opened in December. Official data through mid-2026 show one approval, roughly 338 requests, and 165 processing fees paid amid extended vetting. The $1 million individual contribution (reduced from an initial $5 million proposal) plus $15,000 fees, combined with ongoing litigation over executive authority and competition from existing employment-based visa categories, have limited participation. No major policy shifts or demand surges have altered this trajectory in recent months, keeping higher-volume brackets at low implied probabilities.
