US federal prosecutors face substantial evidentiary and procedural hurdles in securing convictions on every charge in the narco-terrorism and cocaine importation indictment against former Venezuelan leader Nicolás Maduro, including the terrorism nexus element under the 2006 statute that has yielded few successful trials. Following Maduro’s January 2026 capture and not-guilty plea alongside co-defendant Cilia Flores, the Southern District of New York court denied key defense motions in late March while postponing the next hearing until June 30 and leaving no trial date set. Ongoing disputes over defense funding from Venezuelan sources under sanctions relief, combined with historical patterns of plea negotiations or partial outcomes in comparable high-profile cases, underpin trader expectations that unanimous guilty verdicts across all counts remain unlikely.
