The Lebanese Armed Forces completed initial phases south of the Litani River by early 2026 under a multi-stage plan, prompting reduced Israeli strikes in that zone. However, Israel has repeatedly conditioned any full withdrawal from southern Lebanon on verifiable nationwide disarmament, as reaffirmed in August 2026 U.S.-mediated talks. Hezbollah has rejected these terms while Israeli forces remain and continues reconstitution activities north of the river. Ongoing negotiations link withdrawal timelines to Lebanese enforcement steps, leaving full disarmament by near-term deadlines dependent on sustained government capacity, external pressure, and de-escalation.
