Proposition 45, a citizen-initiated statute on California's November 3, 2026 ballot, would amend the California Environmental Quality Act to impose deadlines on environmental reviews for designated essential projects including most housing, transportation, water, health, and clean energy developments, while narrowing requirements to evaluate project alternatives and expediting related court proceedings. The measure qualified in June 2026 and has drawn support from business and building industry groups focused on permitting delays amid housing shortages and infrastructure needs. A July 2026 PPIC poll indicated 73% backing across parties, aligning with recent legislative CEQA streamlining efforts. Environmental organizations and some labor groups oppose the changes over reduced public input and litigation options. These factors have shaped the current trader consensus reflected in the 71% implied probability for passage.
