Democratic dominance in Georgia's 13th district, driven by the late incumbent David Scott's strong base and the limited Republican field in the July 28 special election, underpins the 95% trader consensus for an outright first-round winner. With four Democratic candidates and only two Republicans on the ballot, historical patterns in this heavily Democratic Atlanta-area seat and the absence of major vote-splitting among party loyalists point to one contender exceeding the 50% threshold on election night. Recent polling averages, early voting data, and the lack of late-breaking scandals or withdrawals have reinforced expectations that the special-election dynamics would mirror prior cycles where unified support produced a majority outcome. The scheduled August 25 runoff serves as the contingency if these factors shift, though current pricing reflects limited probability of that path materializing.
