Commitments from over two dozen countries remain conditional on a comprehensive peace agreement between Kyiv and Moscow, with Russia repeatedly rejecting any NATO or EU member participation as unacceptable and vowing to treat such forces as targets. Preparations, including joint exercises and headquarters planning, continue amid stalled negotiations, while broader EU security discussions emphasize European-led contributions backed by U.S. enablers. Trader sentiment reflects the low likelihood of unilateral announcements absent a breakthrough in talks, alongside structural barriers like Russian veto power over deployments and the absence of active ceasefire frameworks. Scheduled diplomatic summits or renewed U.S. mediation could alter timelines.
