This market will resolve to “Yes” if either the United States federal government formally declares a national emergency, an extraordinary emergency, or uses another emergency authority to declare a national crisis in response to a screwworm (Cochliomyia hominivorax) outbreak in U.S. livestock by the specified date at 11:59 PM ET. Otherwise, this market will resolve to “No”. Statements, speeches, social media posts, draft orders, executive orders that do not formally declare an emergency will not qualify. Renewals or extensions of previously existing national emergencies will not qualify unless the text is materially modified to explicitly relate to screwworm. The primary resolution source will be the Federal Register and official publications of the White House, Department of Agriculture, Secretary of Agriculture, or other federal departments or agencies, however a consensus of credible reporting may also be used.**Recent developments show contained but persistent New World screwworm (Cochliomyia hominivorax) detections in the US, with USDA reporting 49 confirmed animal cases as of mid-September 2026, including the first equine case in a Presidio County, Texas ranch horse on September 9.** Texas Governor Abbott renewed a statewide disaster proclamation on September 2, covering all counties due to northward spread from Mexico. USDA leads a coordinated national response using sterile insect technique (releasing tens of millions of sterile males weekly), enhanced surveillance via drones and traps, quarantines, and phased port reopenings, keeping the public and food-supply risk very low per CDC and APHIS guidance. No federal national emergency has been declared, and no locally acquired human cases reported. Trader sentiment for a formal declaration hinges on whether case counts rise sharply, spread beyond Texas/New Mexico, or trigger broader economic disruption prompting presidential or USDA action under emergency authorities. Key upcoming signals include weekly USDA case updates, sterile-fly production milestones, and any new model runs or zone designations.
