The Missouri Congressional Map Referendum is a ballot measure scheduled to appear in the statewide general election currently scheduled for November 3, 2026, which would uphold the new congressional district map enacted in 2025. This market will resolve to “Yes” if this ballot measure is approved as a result of a Missouri statewide election held on or before November 3, 2026. Otherwise, this market will resolve to “No.” If voting on the specified ballot measure does not occur, or the results thereof are not known definitively, by March 31, 2027, this market will resolve to “No”. Subsequent litigation or any failure to implement the measure will have no impact on the resolution of this market. This market will resolve based on a consensus of credible reporting. If there is ambiguity, this market will resolve solely based on official information from the State of Missouri, including the Missouri Secretary of State (https://www.sos.mo.gov/). **Missouri voters will decide Proposition A on November 3, 2026, a veto referendum on HB 1—the congressional map enacted in September 2025 during a special session and signed by Gov. Mike Kehoe.** The measure asks whether to uphold the new boundaries (Yes) or repeal them and retain the 2022 map (No). The Missouri Supreme Court unanimously ruled on September 3 that the referendum petition, backed by over 300,000 signatures from the People Not Politicians campaign, qualifies for the ballot and that HB 1 has no legal effect unless voters approve it. The 2022 map therefore governs the 2026 general election. Federal litigation continues in the Eighth Circuit and potentially the U.S. Supreme Court, but the referendum itself remains on track. Trader pricing of “No” at 63% reflects the map’s origin as a mid-decade Republican effort, requested by President Trump, to target the Kansas City-area seat held by Rep. Emanuel Cleaver (D). The lines split urban areas into rural-leaning districts and were used only for the August primary before the court paused them. Opposition centers on the partisan process, procedural challenges to mid-cycle redistricting, and the referendum’s role as a direct check on the legislature. No recent polling shifts or endorsements have materially altered the outlook ahead of the November vote.
