The retirement of longtime Republican incumbent Don Bacon has opened Nebraska’s 2nd Congressional District, a seat rated Lean Democratic by the Cook Political Report and carrying a D+3 partisan voting index. This structural shift has produced the current market consensus favoring the Democratic nominee. Denise Powell secured the party’s nomination on May 12 after a narrow primary victory over State Sen. John Cavanaugh, who conceded on May 15, positioning her against unopposed Republican Brinker Harding in the November general election. Traders view the district’s Omaha-centered electorate and recent Democratic performance in presidential voting as durable advantages that outweigh the limited time remaining for either campaign to reshape fundamentals before the general election.

A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
