Cook County Commissioner Donna Miller secured the Democratic nomination in the March 17, 2026, primary for the open IL-02 seat vacated by retiring Rep. Robin Kelly's Senate bid, defeating 10 challengers with 40% of the vote, while Republican Mike Noack advanced unopposed. Rated Solid Democratic by Cook Political Report with a D+18 Partisan Voting Index, the Chicago-based district's heavy Democratic lean—driven by urban, minority-majority demographics—anchors trader consensus at 94.5% for Democrats ahead of the November 3 general election. Absent recent catalysts like scandals or polling shifts in the past 30 days, the market reflects historical base rates of lopsided outcomes. Realistic challengers include a major Miller controversy, felony charges, health issues, or an extraordinary national GOP wave boosting turnout in unlikely battlegrounds.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
