Incumbent Democratic Representative Bill Foster faces Republican nominee Jeff Walter in the November 3, 2026, general election for Illinois’s 11th congressional district. The seat carries a Cook Partisan Voter Index of D+6 and has been rated Solid or Safe Democratic by multiple forecasters, reflecting consistent performance in recent cycles including Foster’s 2024 victory by more than 11 points. Foster’s substantial fundraising advantage and uncontested Democratic primary have reinforced trader consensus around the Democratic outcome. A Republican win would require an unusually strong national environment, significant local shifts in turnout among suburban voters, or unforeseen developments affecting the incumbent’s position in the final weeks.
