Washington's 9th congressional district maintains a strong Democratic tilt, reflected in its D+22 Cook Partisan Voting Index and status as the state's second-most Democratic seat after redistricting. Longtime incumbent Adam Smith advanced comfortably through the August 2026 primary with nearly half the vote against Republican Douglas Basler, underscoring entrenched voter patterns in the Puget Sound region. Traders price Democratic victory at 94 percent because historical results, demographic composition, and limited Republican infrastructure create high barriers to an upset. Late developments such as a major scandal involving the incumbent, sudden health concerns, or an unprecedented national partisan shift could narrow the margin, though such factors have rarely overcome the district's structural advantages in recent cycles.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
