Senior IDF officials have presented detailed plans for a phased capture of Gaza City involving multiple divisions and civilian relocation measures, describing such an operation as increasingly likely if diplomatic efforts fail. Netanyahu has repeatedly conditioned any further withdrawal on full Hamas disarmament, rejecting U.S.-backed sequencing proposals that would link phased demilitarization to Israeli pullback and reconstruction. Ongoing targeted airstrikes and incremental Yellow Line advances continue amid a fragile October 2025 ceasefire, with both sides citing violations. Upcoming factors include the timing of Israeli elections and U.S. midterms, which some reports suggest could influence the decision window, alongside any breakthroughs or breakdowns in Board of Peace-mediated talks.
