Israel's August 9 rejection of the 15-point roadmap—conditioning any IDF withdrawal on verified Hamas disarmament—has reinforced sequencing disagreements, while Hamas ties compliance to Israeli pullbacks and reconstruction advances. Pledges for the multinational force from countries including Albania, Indonesia, and Uganda remain in place, yet phased deployment has not begun amid stalled talks on transitional governance under the Board of Peace. Recent Israeli strikes and humanitarian pressures add to implementation barriers ahead of the late-August resolution window. Trader consensus reflects these persistent diplomatic and operational hurdles rather than confirmed progress toward ground operations by non-Israeli or non-Palestinian forces.
