Since January 2025, agencies including Commerce, Defense, and the Development Finance Corporation have announced dozens of such deals totaling over $27 billion, with Intel receiving an $8.9 billion commitment for a roughly 10 percent stake in 2025 and MP Materials obtaining a 15 percent position via the Pentagon. In July 2026, Commerce disclosed letters of intent for six additional companies that would bring the portfolio to about 30 firms, often linking R&D incentives to noncontrolling equity. This approach targets vulnerabilities exposed by Chinese export controls and aims to reshore manufacturing capacity, with further batch announcements and project milestones expected through the end of the year that could expand the list of affected companies.
