Andy Burnham’s debut PMQs performance as the newly installed Labour prime minister has set the tone for trader expectations around his next appearance. Fresh from replacing Keir Starmer in July, Burnham faced immediate scrutiny from Kemi Badenoch over borrowing costs, tax plans, and defence spending targets, delivering a measured but evasive response that emphasized fiscal rules without previewing the October budget. His refusal to “write the budget at the despatch box” and focus on welfare reform while blaming prior Conservative mismanagement reinforced a cautious, consensus-seeking style that traders see as likely to persist. Upcoming catalysts include the autumn budget reveal and any fresh economic data that could shift the script on spending commitments.
