Congressional leaders advanced short-term funding measures well ahead of the September 30 deadline, reducing the likelihood of an appropriations lapse on October 1. The House passed a clean continuing resolution in July to maintain operations through early December at prior-year levels, while the Senate approved a similar measure on August 8 by a 90-6 bipartisan vote extending funding through December 11. These steps follow prior-year shutdown disruptions and reflect efforts to provide stability before midterm elections, with both chambers prioritizing procedural certainty over policy riders. Full enactment would avert any funding gap for the start of fiscal year 2027.
