In Georgia’s 13th congressional district special election held July 28 to fill the remainder of the late Rep. David Scott’s term, state law placed all candidates on a single all-party ballot, with an outright majority required to avoid an August 25 runoff between the top two finishers. Pre-election positioning centered on Democratic contenders Marcye Scott and Everton Blair, whose combined support and limited Republican opposition created trader expectations of vote consolidation sufficient for one candidate to clear 50 percent. The resulting 93.5 percent implied probability for an outright first-round winner reflected this consensus around frontrunner dynamics and historical patterns in low-turnout specials, where a single strong name often secures a majority before the runoff trigger activates. No subsequent polling shifts or endorsements altered that assessment ahead of voting.
