Maryland's Supreme Court ruling on September 3 cleared Question 3 for the November 3 ballot after a lower court challenge and legislative approval during an August special session, establishing a narrow 54.5% implied probability for passage. Democratic legislative majorities and Governor Wes Moore back the measure to limit state constitutional redistricting standards to legislative districts only, enabling potential mid-decade congressional map adjustments. Republican opponents highlight risks of reduced compactness requirements and single-subject concerns, framing it as easing gerrymandering. The rewritten ballot language, partisan mobilization ahead of the general election, and voter priorities on district fairness versus institutional authority will likely determine the outcome in this closely divided contest.
