These tensions have prompted discussions of U.S. withdrawal, including announced plans to reduce troop numbers in Germany and contingency planning by European members to maintain alliance structures without full American participation. No member state has formally exited the organization since its founding, and any U.S. departure would require congressional approval under existing law. Key upcoming developments include potential NATO summits and ongoing diplomatic negotiations over burden-sharing, which could either ease or intensify pressures on the alliance's cohesion through the end of 2026.
