The near-certain trader consensus against Venezuela becoming the 51st U.S. state stems primarily from the absence of any legal or diplomatic pathway for a sovereign foreign nation to achieve statehood. U.S. constitutional processes for admitting new states apply to organized territories, not independent countries, and require congressional approval plus presidential action. Venezuelan acting President Delcy Rodríguez explicitly rejected the notion in May 2026, stressing national independence following U.S. President Trump's public comments on the possibility. No subsequent developments have altered this stance, with markets reflecting the prohibitive barriers of sovereignty, international law, and bilateral relations. Late-breaking scenarios such as comprehensive annexation agreements or fundamental regime changes could theoretically shift probabilities, though none appear imminent.

An official agreement that is announced will suffice to resolve this market to "Yes", regardless of when it is slated to go into effect. If any territory that includes no portion of Venezuelan land is made the 51st US state within this market's timeframe, this market will immediately resolve to "No".
The primary resolution source for this market will be information from the government of the United States, however a consensus of credible reporting will also be used.
